Community 外展 and Support

The Division of Community 外展 and support was created in late 2020 to expand the Department’s approach to public safety that focuses on supporting those in crisis or otherwise suffering from mental illness, substance abuse disorders, homelessness or other conditions; as well as continuing to build the 部门 community and youth outreach programs.

The Division includes the following positions:

  • COS Division Manager: this position will lead and manage the overall activities, work plan and supervision of the division.
  • 警察 海洋之神登录入口 Coordinator: this position will support the overall activities of the division particularly related to community engagement.
  • 首页less Manager: this position will manage activities related to reducing the incidence and impacts of homelessness.
  • Program Associate-首页less 外展: This position will support the homeless manager in activities related to reducing the incidence and impacts of homelessness.
  • Crisis Intervention Program Positions: these positions will serve as co-responders, similar to the role of the 首页less Manager, to support the Department’s effectiveness in responding to a wiser range of non-emergency calls for services. This includes service calls related to mental illness, 物质使用障碍, and other issues that may require crisis intervention or assistance with de-escalation. Much like the 首页less Manager’s role, these staff will build and leverage relationships with clients, outside agencies and others in the community to carry out both prevention and intervention activities.

A primary purpose for the COS Division is to expand the 警察 Department’s “co-responder” model that has been utilized for over five years on issues related to homeless to a multitude of service calls. It is expected that this approach will have at least three key benefits. 第一个, it will better serve some of our most vulnerable residents and those who find themselves in crisis situations. As the Department’s “services first” approach to homelessness has shown, this proactivity can actually lead to fewer calls for service, better outcomes for those served, and ultimately lower costs to the public. 第二个, it will provide specially trained (and potentially clinically licensed) staff resources to respond to situations that normally require a police officer to take the lead response role. This will help the Department make the most of its limited law enforcement resources while potentially reducing the risk of responses that may require use of force. 第三, the COS Division will continue to shape police culture in a positive way through greater empowerment of non-sworn staff, alternative approaches to policing, and more emphasis on community engagement. The COS Division Manager holds a leadership role within the Department, helping to shape its direction, and the Division’s staff will have many opportunities for positive interactions with the public that will hopefully contribute to shifting perspectives on policing.

One of the responsibilities of the Division is to disseminate information to the public such as crime information, special events announcements and other 警察 Department matters. Much of their information is posted on social media sites such as Facebook, Twitter and Nextdoor.
